The New York State Division of Homeland Security and Emergency Services is comprised of five offices dedicated to the protection of New Yorkers, their property and the State's economic well-being from acts of terrorism and natural and manmade emergencies or disasters. The Division accomplishes this core mission through its offices - Counter Terrorism, Emergency Management, Fire Prevention and Control, Cyber Security and Interoperable & Emergency Communications - who coordinate the response of State agencies in support of local government.

The emergence and use of new technologies strengthen the need for all learners to know and practice safe, effective, ethical use of technology through training in Internet safety.
The Office of Educational Design and Technology has developed the following rubric to assist school administrators and educators with reviewing their instructional programs with a focus on Internet Safety. This rubric defines the degree to which the school has integrated Internet Safety and adapted its Acceptable Use Policy (AUP) into its standards-based instructional program.
