A letter from Mr. James Kadamus, Deputy Commissioner of the State
Education Department, dated February 4, 2004 introduced the State’s
initiative to create a Statewide data warehouse using
 unique student
identifiers. As a result of this directive, districts
need to review current data in their student management systems,
special education system and others to make sure the data collected by the
districts for student assessment, State and Federal Reporting and NCLB is complete,
accurate and standardized within individual districts. The reasons are
three-fold. The data will be used for:

Diagnostic purposes to improve teaching and
learning.

State and Federal Reporting.

Securing a unique state student identifier for each
student.
The State recommends that each district designate a
Chief Information Officer (CIO) who will oversea the collection of data
for State and Federal reporting and the improvement of teaching and
learning.
